招商引资是指地方政府（或地方政府成立的开发区）吸收投资（主要是非本地投资者）的活动。招商引资源于中国因开放政策所成立的开发区，早期主要集中在吸收制造业的外国直接投资（FDI，Foreign Direct Investment)。近年来，各地的招商引资正从吸收外资为主到同时吸收内外资，从吸收第二产业投资为主到同时吸收第三和第一产业。
